US transportation plans focus on greenhouse gas reductions

Greenhouse gas emission reductions are one of the focal points of new proposals in the US highway and transportation funding reauthorisation bill.

In a summary of the proposed bill, the Environmental Protection Agency would work in consultation with the Department of Transportation to establish national greenhouse gas emission reduction goals.

Under the current planning process, the Department of Transportation would need States and metropolitan regions to develop transportation related greenhouse gas emission reduction targets, as well as incorporating strategies to meet these targets in forthcoming transportation plans.

The Department, through performance measures, would then verify if the areas had achieved progress towards national goals.

Known as the Surface Transportation Authorisation Act of 2009, the bill, which is currently being drafted, puts forward a major transformation of Federal support for surface transportation. It is designed to achieve the following:

  • - Cut the number of fatalities and injuries on US highways;
  • - Provide transportation choices;
  • - Limit the adverse effects of transport on the environment;
  • - Reduce congestion.

Among the major investments of the $450million bill will be $337.4billion for highway construction investment; $12.6billion in highway and motor carrier safety; $50billion for Metropolitan Mobility and Access to unlock congestion in major areas; and $25billion for Projects of National Significance which will enhance the US’s global competitiveness.
